 Raghuram Rajan on Wednesday took over as the new Governor of the Reserve Bank of India (RBI).

Mr. Rajan, 50, an economics professor who also served as chief economist at the International Monetary Fund, took charge from the outgoing Governor Dr. Subbarao.

The duo shook hands warmly and hugged after Mr. Rajan signed papers taking over as the 23rd Governor of the central bank.

“Ten minutes ago, I handed over charge to Mr. Raghuram Rajan,” Dr. Subbarao said after stepping out of Mint Road. “The country could not have asked for a more capable person to lead the RBI in these most difficult times.”



1)      Raghuram Rajan is an alumnus of the Indian Institute of Technology (IIT), Delhi, and Indian Institute of Management (IIM), Ahmedabad.

2)      Rajan has a background in economics. He received his PhD from the Massachusetts Institute of Technology after a thesis on the banking sector.

3)      He went on to join the Booth School of Business at the University of Chicago as a professor. His work in Chicago earned him the prestigious Fischer Black Prize for being one of the best academic under 40 in the field of financial economics.

4)      In 2003, he served as the Economic Counsellor and Director of Research at the International Monetary Fund (IMF). He is the youngest to become the chief economist at the IMF. He is also a visiting professor for the Federal Reserve Board and the World Bank.

5)      Rajan has written two books – ‘Fault Lines: How Hidden Fractures Still Threaten the World Economy’, and ‘Saving Capitalism’, which he co-authored with his fellow professor at Chicago University Luigi Zingales.

6)      Once trashed, Rajan is today credited world over for predicting the 2008 financial crisis early in 2005.

7)      In 2012, he was appointed as the Chief Economic Adviser to the Finance Ministry.

8)      He has also served as the honorary economic adviser to Prime Minister Manmohan Singh in 2008.

9)      During the same year, he headed a committee on reforms in the financial sector. In the report submitted to the Planning Commission, he called for the RBI to focus on one target alone – inflation, and warned that by trying to manage the exchange rate and growth too, the central bank risked not undertaking either of the tasks successfully.

10)   At the age of 50, Rajan will be one of the youngest RBI governors. Dr Manmohan Singh was just 10 days short of 50 when he became the RBI governor in 1982.

    Elected Fellow of the British Academy in 1938.
    He was awarded Order of Merit in 1963.
    He received the Peace Prize of the German Book Trade in 1961.
    Awarded the Templeton Prize in 1975, a few months before his death. He donated the entire amount of the Templeton Prize to Oxford University. In 1989, the university instituted the Radhakrishnan Scholarships in his memory. The scholarships were later renamed the "Radhakrishnan Chevening Scholarships"

CENVAT: Central Value Added Tax (CENVAT) is an excise duty
levied on manufacturers. It is designed to reduce the cascading
effect of indirect taxes on final products.

Peak Rate: Maximum rate of customs duty which is applied on any item.
Performance Budget: It is a compilation of activities of
various departments and ministries.
Plan expenditure: Money given from the government's
account for the central plan is called plan expenditure. It
includes both revenue and capital expenditure of the
government on the Central Plan, Central assistance to state and
union territory plans.
Plan outlay: Plan outlay is the amount for expenditure on
projects, schemes and programmes announced in the plan.

Pump priming: A stimulating monetary or fiscal policy to set
in motion an expansionary multiplier process.
Revenue Budget: Consists of the revenue receipts and
revenue expenditure of the government.
Revenue Deficit: Excess of revenue expenditure over revenue receipts.
Revenue Expenditure: Expenditure incurred for the normal
running of government departments and various services,
interest charges on debt incurred by the government and
subsidies. This expenditure does not result in creation of
assets. All grants given to state governments and other
parties are also treated as revenue expenditure, even though
some of the grants may be for creation of assets.
Revenue Receipt: Proceeds of taxes and other duties levied
by the Centre, interest and dividend on investments made by
the government, fees and other receipts for services rendered
by the government.
Regressive tax: A tax in which the poor pay a larger
percentage of income than the rich.
Revised estimates: Usually given in the following budget, it
is the difference between the budget estimates and the actual
figures.


Twin Deficits: Deficits that include both the government
budget deficit and trade deficit.
Tariff: A tax applied to imports.
Value-Added Tax (VAT): This is a tax levied on a firm as a
percentage of its value added, to avoid the multiplying effect of
taxes as the product passes through different stages of
production. The tax is based on the difference between the
value of the output and the value of the inputs used to produce it.
Zero Based Budgeting: Method of budgeting in which all
expenses must be justified for each new period. In traditional
budgeting, departmental managers justify only increases over
the previous year budget and what has been already spent is
automatically sanctioned. In contrast, Zero-based budgeting
starts from a "zero base" and every function within an
organization is analyzed for its needs and costs. Budgets are
then built around what is needed for the upcoming period,
regardless of whether the budget is higher or lower than the
previous one.
